British pullout of SSRP seems led by - Guyana’s refusal of UK request for ‘live firing’ near Amerindian community - PPP says SSRP will run regardless

NEGOTIATIONS with the United Kingdom (UK) Government for a 4.9M pounds sterling security sector reform project have been abandoned by that Government.

However, Guyana remains committed to the reform of the sector although it will be at a different pace and funded by the Government.

The Press and Publicity Unit at the Office of the President late last night issued a brief statement on the situation, saying it has noted a report about the UK government’s withdrawal from the Guyana Security Sector Reform Project.

This decision by the UK Government is believed to be linked to the administration’s refusal to permit training of British Special Forces in Guyana using live firing in an Amerindian community on the western border with Brazil and Venezuela,” the OP statement said.

And Head of the Presidential Secretariat and Cabinet Secretary Dr. Roger Luncheon , in an earlier statement last evening issued via the Government Information Agency (GINA), said the decision is regrettable and noted the project itself had attracted media attention in the past.

Dr. Luncheon pointed out that from the trend of the negotiations, it was expected that there would have been approval and implementation.

He recalled that as late as December 2008, the two parties, the Government of Guyana and the Government of the UK, had agreed in Georgetown on a design that was submitted to the principals in the UK for their blessings.

In April 2009, Luncheon said “Guyanese were advised about the re-design that was unilaterally carried out by the UK when they submitted their response to our joint December 2008 submission”.

He said this design “violated the sovereignty of Guyana” and “it was drawn to the attention of the British High Commission here in Guyana and after efforts it was agreed that the government would submit its revised version of the British design”.

President Bharrat Jagdeo was involved in the revision of the document after which it was presented to the British High Commission in detail which outlined Guyana’s version of the model to be used to design and ultimately implement the Security Sector Project.

Lo and behold, the President was involved in the discussion surrounding the new design submitted by the Guyanese team when he was informed that the project itself had been halted and the UK Government had provided him with information saying that they were not interested in pursuing an agreement with the Government of Guyana,” Dr. Luncheon stated.

He further pointed out, “It is tempting to believe that this about-face from the December 2008 joint agreement to what happened in the middle of 2009 might have been associated with some decision that the Guyanese Government made with request for training by the UK Special Forces, on a Western Border location with live firing to which the Government was unprepared to support.”

The Cabinet Secretary stated it is possible that the UK Government is not aware of Guyana’s commitment and emphasis on the vision of non-violation of the sovereignty of Guyana.

Their insistence in installing in their design in April, (comprise) management features, seriously compromise Guyana’s ownership and when our new design re-established ownership that was more consistent with our notions of sovereignty, the plug was pulled. I started by saying it was regrettable; it’s unfortunate because our joint positions at the beginning was Security Sector Reform in its entirety was indeed in our best interest. Security Sector Reform will continue in Guyana, maybe at a different pace and the scope and the design will be different but the implementation of that will be from public funds from the Government of Guyana,” Dr. Luncheon said.

But nothing compared to his bloodsucking competitors in the latest MD Poll, which he easily vanquished nonetheless with almost a third of the total votes.

A letter to the editor:

The Miami Herald’s articles regarding reggae icon Buju Banton lack perspective and are devoid of historical and cultural context. Dance-hall artists like Buju Banton discuss a number of issues using violent terminology. They talk about killing competitors, their sexual partners, informers and homosexuals in their lyrics.

However, these lyrics are merely hyperboles and are not intended to be taken literally.

Just as Bob Marley’s song I Shot the Sheriff did not incite violence against sheriffs, Banton’s song Boom Bye Bye does not incite violence against gays and lesbians nor is there any evidence to support that claim.

In that song written almost 20 years ago, a young macho Banton was responding to the rape of a young boy and articulating Jamaicans’ outrage against this act of brutality. Furthermore, using the typical exaggerated bravado style of dance-hall lyrics, Banton expressed the popular Jamaican opinion of the day that homosexuality was a sin and should not be encouraged.

Jamaicans familiar with the Jamaican language and culture understood that the song Boom Bye Bye was only a song and not intended to be taken literally. Jamaicans are not rabid savages who kill gays and lesbians at Banton’s behest.

Gay and lesbian groups focus on one extremely minuscule aspect of Banton’s music and ignore the fact that Banton produces uplifting positive music reminiscent of Bob Marley. Banton is the most prolific voice of the poor oppressed masses in the Third World of his generation. His music sheds light on the many issues plaguing Jamaica like the unrelenting violence and abject poverty afflicting many Jamaicans.

“As a fan and a filmmaker, I’m excited to see finished stuff from ‘Eclipse’ rather than anything in progress,” Weitz said. “When you see works in progress, there’s always some guy standing in front of some big green curtain, and it’s all terribly disappointing. You really want to see the good stuff once it’s all finished.”

The article has some great information on how Chris Weitz and David Slade transitioned bewtweened the two films.  The best quote from the interview  “[I] was reading the book and really trying to pay attention to what I thought the devoted reader would want out of the film,” he said. “And I thought, ‘Well, they want something grand.’ “

So is it true? Do Twilight fans want something grand to come from New Moon?? I know silly question.

Sam Raimi’s Evil Dead Coming Back to Theaters Next Year!

Grindhouse Releasing is bringing Sam Raimi’s original horror classic The Evil Dead back to the big screen next year as a midnight movie. Raimi and producers Robert Tapert and Bruce Campbell gave the go-ahead for a series of Evil Dead revival screenings taking place around the nation starting early next year. “Nothing can prepare an audience for what they are about to see, because nothing punishes an audience like Evil Dead - especially on the big screen,” Bruce Campbell said. “I’m really glad it’s back. People are gonna be hurt.” Oh hell yes! A special screening of the Evil Dead trilogy sold out L.A.’s New Beverly Cinema this summer (I was there!). The Evil Dead will screen at various Landmark Theaters in the US, the Mayfair Cinema in Canada, and other venues to be announced in early 2010. I’m a huge fan of the Evil Dead series, but I’ve got to admit that I’m partial to Army of Darkness first, Evil Dead II second, and The Evil Dead last. I just love the comedy and the awesomeness of the sequels much more than the original. How about you?

Green Lantern Will Be Heavy on Visual Effects

The superhero Green Lantern is not as well-known as some of DC Comics’ other characters like Superman and Batman, but Warner Bros. is banking on director Martin Campbell (Casino Royale) and lead actor Ryan Reynolds changing that when the live-action Green Lantern movie hits theaters.

So far, Reynolds is the only actor cast in the movie, and principal photography isn’t expected to begin until March. However, that doesn’t mean that work on the movie hasn’t already begun. In a recent interview with Empire, Campbell said that there will be roughly 1,300 visual effects shots and that “the process” of coordinating all of those shots is both “daunting” and “mind-blowing.” He said that most of the effects revolve around the source of Green Lantern’s super powers, stemming from his power ring.

It’s energized by a battery on the planet of Oa, which taps into the willpower of everyone in the universe. From that ring you can form constructs. So if you got into a fight, you could form a giant fist. Or a fighter plane.”
